On the Riverbend website, they specifically refer to their programs being located in “specialized healthcare facilities”:

This does not appear to be just a place for people who are getting off drugs. Riverbend is actively looking for people with who require the highest level of care. Housing 24 individuals who were recently released from a psychiatric hospital or were unable to succeed in other treaments all together certainly seems like a recipe for disaster. How is it possible that this is allowed to occur in the middle of a neighborhood?
